is television a dialogue for people? does it form a cultural voice in which people are explained through?

well, yeah. lovely pompous beginning, but yes. television is, sadly, quite important to the dialogue of a community. many is the way in which people (especially poorer areas) convey their experiences through television. the movie Idiot Box shows this to a certain extent. (though i have to watch it again.) but in that movie, the two characters converse through television, their ideas, their social touchstones, they are taken from tv.

or perhaps it would be fairer to say that tv forms them?

well, either way, tv is important to the social landscape. anything that deals with a city would do to remember this.
